In 2008 this Service of the Social Security Institute turned 30 years old. Since 2004, financing through Co-Insurance Loans is without a record in most cases and does not have any interest rate on the fee paid by the member.

The service

Services that are provided are given below:

The Co-Insurance Loan Service was created through Resolution 1760 of the year 1978 and Resolution 1248 of 1983, it becomes effective as of Article 12 of Decree 3034/21 SEPAC. The regulatory decree of the Welfare Projects 4143/21 MAS provides “The institute is empowered to finance the Co-insurance at the member’s expense when they originate in the use of Welfare Benefits. In those cases, the financing may be specified indirect operations with the affiliates or indirectly through a Subsidiary fund of Co-Seguro loans, for a percentage of the resources represented by contributions and contributions. In all financing cases, the monthly cancellation fees may not be less than 20% of the remuneration subject to a personal contribution from the system. Currently, the Co-Secure Loan Service is not only used for Assistance Benefits but also Reciprocity of Services (affiliated in other provinces); Disposable Material; Through “Exception” Files, hedges that are not included in the benefits menu and Securities Issues. Given the advancement of the world of medicine, complex treatments and/or interventions for patients affiliated with our system are increasingly expensive. This situation causes that in the difficult moments that the affiliate has to go through, they require the support of the Welfare Projects when they generally do not have enough money to absorb the total expenses.

As reported by the employees of this Department, the months with the greatest opening of Co-Insurance Loans used to be the winter or summer vacation periods, when people took the opportunity to make important decisions regarding their health, but in these moments of crisis, Loan openings and liquidations are being made throughout the year with the same intensity. Making a balance for the year 2.008 and based on the data recorded from January to November of this year, a total of 2,066 Co-insurances were settled. Of that number, 1768 corresponded to Sanatorium Services; 85 to Disposable Material Coverage, and 213 to Services Reciprocity Services.

Evolution of the Service

As of April 15, 1994, Resolution No. 1651/94 comes into force to determine the amounts that affiliates owe for the practices on which the financing of the Co-insurance loan is requested. This is how regulation 1652/94 is then issued, which established the French Amortization System for the determination of the same, setting an interest rate equal to 0.011%, with a scale-dependent on the credit for the application of the applicable margin.

On June 7, 1999, through Resolution 542, the scales provided in previous resolutions are left without effect and it is established that for the determination of the number and amount of installments to be financed, up to 20% will be taken in all cases. of the affiliate’s assets, maintaining the interesting regime of regulation 1652/94.

On June 8, 2004, the Koltan Intervention dictates Administrative Act No. 1210 and provides, as of July 1, 2004, to exclude any calculation of interest in the financing of the Co-Insurance Loans requested by Affiliates and Beneficiaries of the Welfare Projects, in the concept of the use of Assistance Benefits, also following the provisions of Art. 45 of Decree 4143/21 of the MAS.

As of Resolution No. 2675 of 2004, the interest on those co-insurance loans that were requested by the affiliates and/or beneficiaries of the Welfare Projects before July 1, 2004, is eliminated.
