Farmer Registration

In terms of the Law on Pension and Disability Insurance, agricultural activity is the only or main occupation that a farmer performs with household members to provide a livelihood.

The Rulebook on Performing Agricultural Activity as the Only and Main Occupation regulates the rights and obligations of farmers. Based on the mentioned rulebook, farmers are entered in the Register of Farmers, the content and manner of management of which is prescribed by the Ministry of Agriculture and Rural Development, which maintains the Register of Farmers.


Step 1. Request with basic data (what it deals with, address, and telephone number);

Step 2. Photocopy of ID card or birth certificate;

Step 3. Proprietary certificate (proof that the applicant is the owner, co-owner, tenant, or concessionaire of agricultural land, or that he is in a home community with the property holder);

Step 4. A certificate that the applicant is engaged in agriculture as a basic or main occupation (taken to the municipal agricultural service);

Step 5. Certificate of the home community (if the title deed is for someone from the home community) or contract for the use of agricultural land (if the farmer is a tenant or user);

Step 6. Listing of work experience by ID and personal number (issued by the regional unit of the Republic Pension and Disability Insurance Fund).


Taxes and contributions for farmers

The Ministry of Agriculture and Rural Development, after the registration of farmers in the Register of Farmers, submits to the Pension and Disability Insurance Fund of Montenegro the application, ie deregistration of insurance.

For all changes related to the compulsory insurance of farmers, persons entered in the Register of Farmers are required to report within 15 days of the change.

Under the Decree on Facilitations for the Payment of Contributions for Farmers' Insurance, the basis for calculating contributions for insured farmers registered in the Register of Farmers is prescribed. The obligatory base for calculating contributions is 12% of the average salary in the Republic realized in the previous year.

Payment of contributions for pension and disability insurance for insured persons is made to the temporary account of the Republic Pension and Disability Insurance Fund, number: 820-81131-38, purpose: contribution for pension and disability insurance from natural persons who are owners, right holders, or beneficiaries of agricultural or forest land.

Payment of health insurance contributions for insured persons is made to the temporary account of the Republic Health Insurance Fund, number: 820-82141-15, purpose: health insurance contribution from natural persons who are owners, holders of rights of use or usufructuaries of agricultural or forest land.

The contribution for pension and disability insurance for insured farmers is calculated by the Tax Administration every quarter.


Placing agricultural products on the market

To place agricultural products on the market, it is necessary to obtain a certificate issued by the Municipal Secretariat for Entrepreneurship Development.

To obtain a certificate, it is necessary to submit the following documentation to the Municipal Secretariat for Entrepreneurship Development:


Step 1. Application for placing agricultural products on the market;

Step 2. Proof of how to use the property;

- title deed as proof of ownership;

- lease agreement, if the land has been leased;

- agreement on the transfer of land for use, if the same was taken under the agreement on the transfer;

Step 3. Proof of payment of the municipal administrative fee;

Step 4. A certificate that the person is a member of the Association of Beekeepers of Montenegro (if engaged in this activity);

Step 5. Decision on registration of the pond (if the person owns the pond);


Exercising the right to old-age benefit for farmers

Records on old-age benefits, ie security of elderly households, which are exclusively engaged in agriculture, are kept by the Municipal Secretariat for Entrepreneurship Development, which checks with the competent authorities.

The right to old-age benefit can be exercised by agricultural producers older than 65, and for women 60, for whom agriculture is the only occupation


Documentation required for exercising the right to old-age benefit:

Step 1. Request for exercising the right to old-age benefit;

Step 2. Birth certificate;

Step 3. Certificate of residence (MUP);

Step 4. Possession certificate as proof of land ownership (Real Estate Administration);

Step 5. Proof of payment of the municipal administrative fee;

Step 6. Death certificate (for spouse);

Step 7. Confirmation that the person has no income (Pension and Disability Insurance Fund of Montenegro);

Step 8. Confirmation that the person has no income (Center for Social Welfare);

Step 8. Confirmation that the person has no income (Secretariat for Social Welfare);

Step 10. A statement that the person and his / her spouse have no other income.


Permanent change of use of agricultural land

Step 1. Real estate certificate as proof of ownership;

Step 2. Statement of the Secretariat for Spatial Planning and Environmental Protection on planned land treatment;

Step 3. Consent of the competent authority on the construction of the facility and other documents, depending on the purpose for which the facility is used.
